3.Governments can change quicker. As much as people like to idealize stateless societies, they do have one quirk that would offend most liberal-minded people. The tribes and bands are far more repressive of social taboos than governments are in general. Even when the government is extremely repressive, it’s usually a large enough body that no everyone knows everyone else, and that anonymity can provide de facto freedoms even in cases of de jure repression. Being outed as gay in a repressive government can be deadly, but the odds of an outing are less than in a culture where everybody knows you. The smaller groups can, in theory, be more accepting of a gay tribe member, but in practice, people are often ostracized from their society. Many ostracized people, possibly most, end up committing suicide after losing the only social group they’ve ever belonged to.
